Bulgarian Cities and Regions Association is a non-profit organization which activity is aimed at the development of local self-government in cities and the regional policy in Bulgaria based on the European values. It is a partner of national, international and European institutions and organizations in the development and implementation of national and European policies and programs guaranteeing sustainable development of the territories. The principles of the Association are: voluntariness, equality, partnership, responsibility and legality.

Nowadays the structure of ABGR unites the efforts of all politicians and practitioners at the local and regional level to build capacity at the city and regional level for forming of public policies in accordance with EU requirements and standards.

Supporting the local self-government

Supporting the development of local self-government and local democracy in the cities; Support of city authorities and administration to increase the efficiency of management in cities in the interest of citizens and in accordance with The European values and standards; Creating prerequisites for introducing the second level of self-government in Bulgaria at the level of the planning regions; Creation of prerequisites for sustainable development of cities and regions;

Supporting the development of regional policy

Supporting the development of the country's regional policy regarding the sustainable development of the regions and creating an appropriate regional environment for the development of all sectors of public policy; Cooperation and partnership with similar European and international institutions and organizations with a view to the proper inclusion of Bulgarian cities and regions to the European regional policy.

Мembership and governance

Both individuals and legal entities, engaged in the field of urban local self-government and administration and regional politics, have the right to membership in the Association. The administrative bodies of the Association are the General Assembly, the Management Board and the Control Board.

Composition

The General Assembly is formed by the members of the Association, with representatives of the cities being mayors, chairmen of municipal councils , mayors of the cities with a regional division. Representatives of the regions are the presidents of the regional associations and individuals with appropriate experience.

General Assembly

The General Assembly elects a Management Board of 23 members and a Control Board of 9 members, distributed according to the quota principle among the three main groups of members of the Association - cities, regions and individuals. Coordinators in the six planning regions in the country are elected by decision of the Management Board.
